"They only have themselves to blame when passengers vote with their feet"

The North West Traffic Commissioner, Beverley Bell, gives a candid account of her work, in the Traffic Commissioners’ Annual Reports for 2007-07, focusing in particular on the challenges that she's faced during the year in relation to the passenger-carrying industry.

In the context of the 'bus wars' that have continued across the North West Ms Bell comments that "an industry with a poor public image just makes matters worse when its operators’ actions result in passengers feeling intimidated and threatened. They have only themselves to blame when the passengers vote with their feet and return to their cars or other forms of transport". Ms Bell looks to the imminent enactment of the Local Transport Bill to begin to address these problems.

In her report she also challenges operators to publish reliability statistics on their websites and warns against operators "paying lip service to the basic requirements" of operator licensing regulations.
