Greater Manchester VCSE Assembly: Health and Social Care: Personal Health Budgets

It is widely accepted that our GM health and care system must deliver person centred care and support that helps connect people into communities. People, families ,advocates and staff advise that a crucial aspect of this is good support to get and manage a personal budget. The Greater Manchester Health and Social Care Partnership (GMHSCP) is here to offer support to all localities across Greater Manchester.

A personal budget is an amount of money to support the identified healthcare, wellbeing and/or social care needs of an individual, which is planned and agreed between the individual, or their representative, and the local funding social care or NHS body. It isn’t new money, but a different way of spending health/social care funding to meet the needs of an individual. Personal budgets are one way to give people with long term health conditions and disabilities more choice and control over the money spent on meeting their health and wellbeing needs.

This assembly event, facilitated by Paul Donovan, Senior Advisor: Person and Community Centred Approaches at GMHSCP, is aimed at those in the VCSE community who would like to understand this area of personalisation that is taking place across the Greater Manchester Health and Social Care economy. It would also provide an opportunity to understand the framework of support that is required for budgets holders – from support planning (as part of a brokerage service) to acting as a third party where a charity or organisation can oversee someone’s support. There are also opportunities to develop the types of support that budget holders could potentially purchase (within the eligibility criteria of the funding authority) and to explore with GM VCSE organisations what could be done to include interested parties in this area of development going forward.
